According to the statistics of the Ministry of Transportation and Communications (MOTC) up to April of 2019, the total of Large passenger vehicles and trucks registered in Hualien County is 3,810; and that of small trucks registered therein is 19,681. As the numbers continue to increase month-by-month and diesel vehicles are long-transportation transportation tools that travel across counties and cities, the amount of air pollutant released thereby can therefore not be ignored. To protect the air quality of our Hualien County, our Environmental Protection Bureau specially invited related guilds; operators of passenger vehicles and trucks; local governments of city, county or township; operators of diesel passenger vehicles and trucks; and vehicle maintenance facilities, totally 69 units, to attend the Advocacy Briefing for Diesel Vehicle Regulations at Hualien County Environmental Sustainability Education Center. 

The Senior Technical Specialist of Environmental Protection Administration (EPA) Hu Ming-Hui was specially invited to join the briefing session to explain the up-to-date regulations of diesel vehicles; “Regulations Governing Subsidies for the Elimination and Replacement of Large Vehicles”; and “Regulations Governing Subsidies for the Fuel Control System Maintenance or Air-Pollution Prevention Equipment Installation of Large Vehicles”. It is expected that the said presented information will assist operators of Large passenger vehicles and trucks in understanding matters related to the subsidy programs and incentives accompanied thereby.

The Environmental Protection Bureau expressed that a number of disputes were raised nationwide upon the promulgation of new Air Pollution Control Act on August 1 of 2018. EPA, Executive Yuan therefore officially promulgated “Regulations Governing Subsidies for the Fuel Control System Maintenance or Air-Pollution Prevention Equipment Installation of Large Vehicles” and “Regulations Governing Subsidies for the Elimination and Replacement of Large Vehicles” on May 24 and 27 of 2019 respectively. Closely related to the rights and interests of vehicle owners, these two subsidy governance regulations were promulgated mainly to increase subsidies for the elimination and replacement of Stage 1 to 3 large diesel vehicles to TWD650,000; maintenance fees thereof to TWD100,000; and installation of air-pollution prevention equipment to TWD150,000. Besides, vehicle owners are offered with 90% of credit loan with only 2.595% of low interest, plus 1% of interest subsidized by the government; a reduction of TWD400,000 is offered for commodity tax with respect to the elimination and replacement of vehicles; and zero import tax is offered for the component parts of large diesel vehicles. The said subsidies are up to December 31, 2022.

The Director of Environmental Protection Bureau Jao Chung emphasized that diesel vehicles related pollution prevention works were one of their key tasks. Director Jao expressed that Environmental Protection Bureau not only upheld the principle of “imposing a penalty on pollution not for old”, but also cooperate with the central government’s policies to proactively promote all types of subsidies related measures, enabling vehicle owners to select ideal improvement measures.
