On October 8, Hualien County Environmental Protection Bureau held a “Coordination meeting of the greenhouse gas control implementation program” in the briefing room of the county office. It was presided over by the Secretary-General, Xinzhang Yan, and invited Professor Yingsan Liu from the National Donghua University and Assistant Professor Wenchang Xu from the Dahan Institute of Technology to serve as members and has established a cross-departmental promotion platform jointly by different departments of the county. Through many discussions, a consensus has been formed to enable the county to implement greenhouse gas control. They hope this more complete, feasible, and local program can achieve long-term mitigation of the benefits of adaptation and continue to move towards a resilient, low-carbon, resilient city.
 
    The energy, manufacturing, transportation, commercial, agricultural and environmental sectors should share responsibility for reducing greenhouse gases. As a result, the county promoted the platform in 12 bureaus of the county government, with a total of 66 control strategy plans covering the policies and services promoted by each bureau. The county is rich in natural resources. Therefore, agricultural afforestation reduced carbon by 20,442 tons, accounting for 76.83%. The combination of transportation and low-carbon tourism reduced carbon emissions by 4,150 tons, accounting for 15.6%, and the commercial sector's carbon emissions decreased by 1,660 tons, accounting for 6.24%. The environmental protection department reduced carbon emissions by 355 tons, accounting for 1.33%. The annual carbon emission reduction forecast may reach 26,605 tons.

    The county aims to establish a low-carbon tourism industry and village (community), traceless tribal tourism, and multi-green transportation to promote the ecological environment and low-carbon sustainable development of Hualien. It is also possible to achieve both the mitigation and adaptation of greenhouse gas effects. Through the central government to promote commercial energy-saving plans, supplemented by the county's active consulting stores, it will be transformed into low-carbon enterprises and hotels. For example, an operator adopts energy-saving air-conditioning to replace the use of more than 30 years of old air-conditioning this year. In response to Mayor Zhenwei Xu 's “Happy Hualien & Garden City ”, the county's departments, businesses and villages have beautified the unused space, with an area of 15.82 hectares. Not only that, but the county is also actively developing low-carbon transportation, promoting low-carbon vehicles, introducing electric-only Taroko electric buses, and promoting electric vehicles and public sector demonstrations of electric-only vehicles (patrol), etc. to drive the county's low-carbon green energy transportation. It hopes to gradually reduce people's dependence on petrochemical energy and improve urban air quality.

    The county mayor Zhenwei Xu said that global warming is becoming more and more serious, and the concept of sustainable development has gradually extended from the past environmental protection to the whole society and economy and touched the business scope of each bureau. Therefore, the county bureaus should continue to cooperate horizontally and vertically. Communicate and cooperate with the policies of the Central Ministry to achieve a two-pronged approach to reducing carbon emissions, jointly reduce the crisis caused by greenhouse gases, and strive to achieve greenhouse gas reduction targets.
