Environmental Protection Bureau held a web briefing of the Continuous Emission Monitoring Systems (CEMS)
Research reports domestic and abroad show that fixed pollution sources are the main source of air pollution, accounting for 70% to 90% of the total air pollutant emissions. The main sources of such as total suspended particulates, nitrogen oxides, sulfur oxides, etc., are from industrial processes. Therefore, in order to effectively improve air quality, the top priority is to implement the emission control of air pollutants in fixed pollution sources.
  In order to promote the factories (operators) installed with CEMS within the county to understand the environmental protection agencies’ emphasis on continuous automatic monitoring and do a good job in environmental protection, Hualien County Environmental Protection Bureau provides the latest control information to the connected factories and actually grasps the emissions situation of the connected factories. On June 29, 2020, a web briefing was held, and Dr. Jian Cong-Wen from the Sustainable Environment Research Laboratories of National Cheng Kung University and Mr. Shi Li-Hao from the Research and Development Foundation of National Cheng Kung University were invited as the speakers. In addition to making the connected factories aware of the importance of continuous automatic monitoring and complying with relevant regulations, it also explained the key revisions of the fifth batch of announcement objects and the electronic reporting platform’s audit of the archiving process flow of data acquisition and handling system (DAHS), to establish the normal function of the Continuous Emission Monitoring Systems in the Hualien County and ensure the correctness of the CEMS data at the factory side.
  The Continuous Emission Monitoring Systems refer to the automatic measuring instruments installed on the chimney to 24-hour measure the emission status of air pollutants. The Environmental Protection Bureau can monitor the emission concentration of air pollutants at any time through a network connection. At present, there are five public and private premises installed with continuous automatic monitoring facilities in the county, including the Hualian Plant of Taiwan Cement, the Heping Plant of Taiwan Cement, Heping Thermal Power Plant, the Hualian Plant of Asia Cement, and Chung Hwa Pulp Corporation. The monitoring instrument is installed in the chimney and uploads the monitoring data to the host at the Environmental Protection Bureau according to the specified transmission frequency, so that the emissions of air pollutants from major factories can be monitored in real time, constructing a complete monitoring database system. In addition, in order to obtain correct and effective data, the Hualien County Environmental Protection Bureau will conduct irregular on-site inspections at major factories to achieve the goal of having complete grasp of air pollution emissions, in accordance with the determination criteria of data validity detailed in the "Management Regulations of Continuous Emission Monitoring System for Stationary Source Air Pollutants."
    The Environmental Protection Bureau points out that the operators currently connected with this Bureau are the main sources of air pollution in the county, accounting for more than 90% of the county’s emissions. Therefore, the Environmental Protection Bureau cares about the effectiveness of the continuous automatic monitoring control of the five major factories very much. In the future, the Environmental Protection Bureau will continue to monitor the operation and maintenance of each plant’s continuous automatic monitoring facilities, in order to ensure the normal function of the Continuous Emission Monitoring Systems in the jurisdiction of Hualien County and the accuracy of the CEMS data at the factory end, and to truly grasp the emission status and implement the control actions.
