The Hualien County Environmental Protection Bureau conducts resource recycling advocacy operations every year. Due to the impact of the epidemic, it was only possible to hold outdoor advocacy activities in Chihsingtan and the Cultural Affairs Bureau in weekends, and no advocacy activities can be conducted on campus, during the first half of the year. However, as the epidemic situation has gradually slowed down recently, the Environmental Protection Bureau has also begun campus advocacy activities. Currently, it has held advocacy activities in Ji-An Junior High School, Hua-Gang Junior High School, Ming-Lian Elementary School, Bei-Chang Elementary School, and Ming-Chi Elementary School. In the future, if schools at all levels want to arrange resource recycling education and advocacy activities, they can consult with the Waste Control Division of Hualien County Environmental Protection Bureau.
The content of campus recycling outreach activities is mainly related to the environmental problems caused by garbage and how to properly sort recyclables and other related information, and small prizes are given to students who answer questions right. It is hoped to inculcate concepts of resource recycling through education outreach, so that students can sort garbage and start recycling from an early age, with the goal of not wasting resources and reusing.
Rao Chung, major of the Hualien County Environmental Protection Bureau, states that in 2020, the Environmental Protection Bureau raises the unit price of recycling to purchase recyclables from self-employed operators at a price higher than the market price. On the one hand, it can increase the income of self-employed resource recycling operators and provide services that facilitate recycling. On the other hand, it can maintain environmental cleanliness and improve recycling effectiveness. In addition, it also urges fellow folks to do resource recycling and sorting, reduce the amount of garbage, and jointly maintain Hualien’s environment. Rao Chung, major of the Hualien County Environmental Protection Bureau, also states that the problems caused by garbage are becoming more and more serious, and the key for environmental protection is to sort and recycle resources. According to the "mandatory garbage sorting" promoted by the Environmental Protection Administration of the Executive Yuan, household garbage is classified into three categories: recyclables, food waste, and general waste. In particular, there is no waste incineration plant in Hualien County. The waste generated by households must be sent to the Lize Incineration Plant at Yilan for incineration. However, due to the maintenance of the Li-Ze Incineration Plant, the daily amount of the county’s waste that can be burned is reduced, so that the waste in Hualien County can only be accumulated in the storage sites of various towns. In order to solve this problem, it is necessary for everyone to carry out garbage sorting and source reduction to reduce the volume of general household waste, jointly maintaining the county’s environment and creating a city of happiness.
