Hualien County Environmental Protection Bureau yesterday (on September 24) held a regulation briefing session on the Article 8 and 9 of the Soil and Groundwater Pollution Remediation Law at the Environmental Perseverance Education Center of Hualien County, which will make some industries have possible to pollute the soil and groundwater in Hualien County can carry out pollution prevention and control work.

   Article 8 of Soil and Groundwater Pollution Remediation law involves the transfer of land issued by the central competent authority. Article 9 provides for one of the following acts: 1. establish a business license according to law, registering and applying for a business license; 2. change the owner; 3. change the industry category; 4. change the scope of the business land; 5. cancel the business license, terminate the business (transport), close the factory (site) or no longer carry out further production, manufacturing, and processing. A soil pollution assessment survey plan should be implemented and test data provided.
    The Environmental Protection Bureau said that since July 2017, the soil survey and inspection materials for the businesses announced in Articles 8 and 9 of the Soil and Groundwater Pollution Remediation Law have been returned to the county and municipal environmental protection bureaus for review. Therefore, a special briefing session was held this year, inviting He Jianren, the group leader of the Environmental and Groundwater Pollution Remediation Fund Management Committee of the Environmental Protection Administration, to advocate the regulation for the industry in the jurisdiction. Since the county's industry is relatively simple, the target of the announcement business is mainly underground storage tankers. The industry is quite familiar with the provisions of the soil pollution law, so the target of this year's invitation is mainly the recycling site with relatively polluting potential. Because Hualien County does not have an incinerator right now, it is necessary to strengthen the resource recovery function to achieve waste reduction. However, it may pollute the soil of the operation site if they don't properly make pollution prevention and control.
 
     In addition to making the invited industries aware of the provisions of Soil and Groundwater Pollution Remediation law, the session also explained to them the common misconduct that may cause land pollution and hoped the industry do a good job in pollution prevention and control. At the same time, the session explained in detail so that the operators can understand the regulations on the treatment of contaminated earthwork under the management measures for the departure of contaminated soil. During the discussion, the operators also raised legal doubts and problems encountered.
